As expected, the Winston-Salem City Council approves the nine-member Silk Plant Forest Citizen Review Committee as a fact-finding entity in the Jill Marker case.
The council also approved $28 million in certificates of participation for “various projects,” including buying the downtown Stuart Municipal Building.
