According to the Asheville Citizen-Times, it is looking very much like North Carolinians without high-priced lawyers will soon have a few “tools” to fight involuntary annexation. The annexation omnibus bill, which could very well be signed by Governor Beverly Perdue, would allow citizens to stay an annexation for three years if 60% of affected property owners sign a petition requesting it. Persons falling prey to annexation, after jumping through a couple hoops, could receive free municipal hookups to water and sewer service.
