Listening to the NC Spin podcast this morning, former House Speaker Dan Blue
voiced one of the common complaints against holding Gov. Easley to his
spending cap: “It is unfair to say you have spent what you have not
spent. If you dedicate it to the savings account, that is not spending.
It is still available.”

The question is moot.

The
$324 million for the Savings Reserve and the $200 million for the
Repair and Renovation Reserve are taken off the top from availability.
The $524 million for these reserves is in addition to the $1.7 billion
spending increase.
