High Point City Manager Strib Boynton disputes Piedmont Triad Water Authority director John Kime’s belief that the Randleman Reservoir is now in the hands of city governments:

Kime, Piedmont Triad Regional Water Authority consultant, said Tuesday if the authority had the money – about $9 million from High Point and $30 million from Greensboro – it could go ahead and award the water plant contract and get started on the $57 million project.

There’s no way that can happen, Boyn­ton said, because the state has not ap­proved specific plans for the water treat­ment plant.

“Their plans are still under review,” he said. “In order to finance (through bonds), the plans must be approved, and they (au­thority) must have bids on the project.”

Project cost estimates may also be out­dated, he added.

“You can’t finance something on old es­timates,” he said. “You must have specific plans to finance. The Local Government Commission tightly governs and regu­lates that.”
