• As the result of a recent U.S. Supreme Court decision overturning contribution limits from individuals that donate to multiple campaigns, Sen. Kay Hagan has formed or joined at least 17 “max PACs” — groups that seek out these donations, most of them with other Democratic senators. Roll Call says Hagan appears to be involved with more of these groups than anyone. Spokeswoman Sadie Weiner defends her boss, while decrying the role of outside money in campaigns. Roll Call estimates Republicans are outraising Democrats 4-1 under this new system.

• The Washington Post reports that while many Democrats from states that rely on coal-fired plants for electricity have lashed out against the Obama administration’s new limits on carbon emissions, Hagan has continued to straddle the issue.

• Hagan’s Republican opponents, House Speaker Thom Tillis of Mecklenburg County, has added Daniel Keylin as chief spokesman for the Senate campaign. Keylin has been communications director for the state GOP.

• Clay Aiken sighting! The 2nd Congressional District Democratic nominee was spotted at a white-table restaurant in Richmond, Va. Aiken told CBS affiliate WTVR he was visiting friends in the area.
