A few years ago, I thought government should become a social venture capitalist. It appears that others have had the same idea and actually acted on it. So, while Duke has a Center for the Advancement of Social Entrepreneurship and Ph.D.’s like Terry Stoops point to specific cases of disruptive innovation, the current issue of the Economist notes that governments in the US and the UK are creating or expanding their use of experimental investments in nongovernment programs to accomplish public policy goals.

More deliberate use of social innovation funds have to be under consideration for North Carolina to deal with its $3 billion structural budget deficit.
