A $123 million bypass that opened Monday in Johnston County is expected
to relieve congestion and speed thousands of vehicles a day around the
town of Clayton.
John Locke Foundation research has highlighted the importance of targeting congestion relief and other items that help the majority of Tar Heel travelers, rather than policies that fit with a “smart growth” agenda.
