You just can’t make this stuff up. Your state civil servants and officials helped themselves to a free cruise. Gov. Mike Whatshisname is running away from the deal faster than lead sinks:

Ports funds are collected from customers that use the ports, though state taxpayers give to the ports for capital projects.
