Another look at plans for development in downtown Greensboro, which calls for, among other things, the completion of the Skip Alston/Earl Jones International Civil Rights Museum, purchase of an N&R parking lot and —- last but not least — the commission of piece of public art to “promote connectivity” along S. Elm Street:

It’s a win, win, win, win situation. It’s a win for Alston and Jones, a win for the N&R, a win for the Weaver Foundation, a win for Lincoln Financial, and the only losers are the taxpayers of Greensboro who have to foot the bill for all of this fine development.

With that in mind, take a guess at the funding options recommended by the consultant. Anyone who guessed bonds, two-thirds bonds, COPs or TIF would be right.
