It seems that Sampson County has a problem with beavers. In fact, one of the trappers had this to say:

“You got to keep the water moving for the drainage. If they keep
building beaver dams, they’re going to have water running everywhere
but in the creek,” he said. “The water will be so high, it runs across
the road. We got farms where the water is running all through the
people’s fields.”

Maybe the City of Raleigh should import a few beavers to teach them a few things about creating natural reservoirs.  The enviro crowd would be happy as the little critters make 100% organic dams and help build up water supplies.  It’s a lot cheaper than paying the water police to monitor your usage or write tickets on not having the proper shower heads.
