WRAL reports that Durham hot dog vendor Steve Pruner has been arrested — the latest salvo in Pruner’s fight against licensing regulations required to operate his cart on a corner near Duke University Hospital in Durham. Pruner says the regulations are unconstitutional. While it would take a court to determine that, at the very least, these types of licensing regulations impede competition and put up barriers for entry. Kudos to Pruner for being willing to shine the light on this rule and pushing Durham to justify its policy to the public.
