New legislation is helping schools require third-graders to perform at grade level. For example, in Henderson County, children will be given two chances to demonstrate they can read at the third-grade level. That failing, they may enroll in a summer reading course and test a third time. If that still doesn’t work, they will go into special fourth-grade programs during the next school year. Only students who remain ineligible for mid-year promotion by failing a fourth test will he have effectively been held-back.
