The N.C. elections board has voted unanimously to refer N.C. House Speaker Jim Black and his campaign to the Wake County district attorney for possible criminal investigation.
Elections board chairman Larry Leake also urged the General Assembly to increase funding to help the elections board enforce campaign finance laws.
