The EPA is expected to announce that it has formally made a finding that greenhouse gases endanger the public health and welfare.  This finding was required before the EPA could regulate carbon dioxide (CO2).

Now that this finding has been made, the EPA is likely to use this to pressure Congress (and special interests) into supporting cap and trade legislation.  The fear of EPA developing its own regulatory schemes to control CO2 emissions is greater to many special interests than Congress passing something.

The recent Climategate developments though provide significant ammunition for those that are seeking to force the EPA to reconsider its endangerment findings, such as CEI.  After all, the EPA was using data that is seriously in question.
