Cato leads a judicial and legislative effort to repeal the qualified immunity doctrine, which it views as the cornerstone of a radically insufficient accountability policy for government officials, including members of law enforcement.  Clark Neily, Vice President for Criminal Justice at Cato, will discuss the project.
