If Republicans win super-majorities in the North Carolina General Assembly, it would fundamentally alter the balance of power in North Carolina. Those super-majorities would allow Republicans to overcome Gov. Roy Cooper’s vetoes and advance their agenda to a degree previously impossible.

How likely is that to happen? If it does happen, where will it happen? The John Locke Foundation’s Andy Jackson and the North Carolina Free Enterprise Foundations’ Anna Beavon-Gravely will discuss their measures of the partisan tendencies of state legislative districts and which districts will be the battlegrounds for control of the General Assembly in November.
