The Eminent Domain bill was brought to the House floor for debate and vote.

Rep. Dan Blue (D-Wake) offered an amendment that makes changes to pg. 1 lines 16 – 23. The amendment was passed on the floor; copies were not made available. Rep. Blue said the changes expressed the intent of the bill better.

Amendment passed: 114-0

Pryor Gibson (D-Anson) proposed an amendment to add “known” to third party conveyances, which broadens government’s ability to take property and guts the bill. Reps. Paul Stam (R-Wake) and Blue adamantly oppose.

Amendment failed: 12-105.

Gibson proposes another amendment. He said, “Not a single municipality, not a single county, is in favor of this bill.” Stam spoke against this amendment too.

Amendment failed: 15- 102

Rep. Lucy Allen (D-Franklin) proposed an amendment to change public use to public benefit. She Based her argument on information from the School of Government. Rep. Blue adamantly opposed it. Rep. Stam said that if you change “use” to “benefit,” it guts the bill.

Amendment failed: 37, yes; 80, no

Rep. Debra Ross (D-Wake) proposed to change “public use” to “public purpose.”

Amendment failed using similar logic: 24-92
