This is what I learned from reading the paper today.

Henderson County authorized $30 million worth of capital improvements for the school system. Now that they’ve conveniently gotten themselves in this pickle, a land transfer tax is the next course of action to prevent property taxes from going up. The only way to pay for schools is with a land transfer tax. Not only schools, but parks and recreation need a land transfer tax to flourish.

The land tax will be funded by about 3% of the population (more than likely those leaving town). That makes it a fair tax. Brown people are breeding faster than white people, and therefore more likely to get more mileage out of public schools than white people. Brown people are not likely to be selling homes. This also makes the land transfer tax a fair tax. Further, people on a fixed income should support the land transfer tax so other people will pay the taxes.
