Whereas the wealthy have backed off constructing second homes; some people continue to have no place to call home. The second annual Homeless Summit will therefore be held March 24 from 9:00-4:00 at the Masonic Temple in downtown Asheville. Among items of discussion will be the functionality of Asheville’s “10-Year Plan to End Homelessness.” In its sixth year, the plan is claimed to have achieved great successes getting the chronic homeless into permanent housing with wraparound services. Visitors downtown ask, “What success?” and ask if the plan is more program than cure.
