Forsyth’s recycling program: When all else fails, make it mandatory

Here’s the situation:

*One company —Waste Industries— submits a bid for Forsyth County’s recycling contract;

*The bid would triple the cost for county residents participating in the program;

*Out of 22,000 households in the county, 3,000 are participating;

*What does the county’s environmental protection board want to do? You guessed it— make recycling mandatory in order to keep the recycling program afloat.
