It’s hard to determine the level of fraud plaguing the federally funded program that provides free and reduced-price lunches to school kids. But existing evidence suggests a more-than-marginal percentage of families taking advantage of the program abuse the system.

Carolina Journal Associate Editor David Bass has reported on the issue for the past three years. He shared concerns about the school lunch program during a presentation today to the John Locke Foundation’s Shaftesbury Society. In the video clip below, Bass discusses a key question surrounding the program.
