As John Hood wrote this morning, big percentage changes in transit ridership don’t amount to much because of the low base. People are changing behavior in other ways. Part of the problem with transit is that fewer than one in five trips are to work or for work, and transit may not be convenient for visiting friends, running errands, or going to church.
