New research
shows that consumers do not pay the entire amount of a gas tax and that
gas tax increases can raise prices in neighboring states. The first
part makes sense because the gas tax is an excise tax.
The second part leads me to ask are gas taxes a form of interstate tariff or voluntary export restraint worthy of federal intervention?
