North Carolina’s Division of Facility Services has a plan. Maybe a five-year plan, no one knows. What is clear is that bureaucrats in Raleigh think they know best:

Here’s what I want from my “state health planners” — nothing. Nada. Null set. Were the Division of Facility Services to be wiped out tomorrow by a meteor, life would go on in North Carolina. Probably better than ever before. Russia seems to be doing OK without Soviet planners, and Russia does not always have the rule of law. OK, neither does North Carolina, but still.
