In moves reminiscent of big North Carolina ?consensus? bills like Senate Bill 3 during the 2007 legislative session, it appears the US Senate is using strong-arm tactics to get tax credits for renewable energy passed. Seems like if any public policy is good public policy it should receive full debate with a fair vote before it becomes law, not snuck in at the last minute with little to no discussion. Unless of course, it’s so bad, sneaking it in is the only way it would ever pass.
?Take it or leave it is not a good message,? said House Majority Leader Steny Hoyer (D-Md.), who held two news conferences to denounce the Senate tactics. ?Legislating by blunt force is not the way we ought to proceed.?
