André Béliveau was a Visiting Fellow at the John Locke Foundation. Concurrently, he is Senior Manager for Energy Policy at the Commonwealth Foundation.
André’s public policy work has included energy policy, elections law, redistricting, separation of powers, 2nd Amendment issues, regulatory reform, economic policy, and various elements of social policy. He is a member of the American Enterprise Institute Leadership Network and an alumnus of the State Policy Network Generation Liberty Fellowship and E.A. Morris Fellowship for Emerging Leaders. He previously served Locke as strategic projects and government affairs manager and served as a policy advisor in the North Carolina Senate.
He holds an M.A. in Government with an honors thesis from Johns Hopkins University and a B.A. cum laude in History from Marist College. His academic expertise includes American political development, American conservatism, political thought and history, governance, social and cultural studies, and intellectual history.
Outside his professional life, André enjoys several hobbies, including target shooting and competition shooting sports, traveling, hiking, camping, antiquing, playing the bagpipes, and cheering on the Carolina Hurricanes. A native of upstate New York but a North Carolinian at heart, he resides in Washington, DC.
