The article’s most dead on comment comes from Tim Daly, president of the New Teacher Project. Daly calls urban school district hiring practices “a conspiracy of dysfunction.? For these districts, it is not so much a problem of having a sufficient number of applicants but the issue of waiting until August to process their applications – you know, bureaucracy. By August, most applicants have already accepted positions elsewhere, and urban districts must take what they can get.
