Debra Conrad debated concealed handguns in city parks, while the city’s legislative agenda included “a request for permission to increase the 5 percent tax charged by car-rental companies to 8 percent to boost revenue,” considering the fact that “(c)ar-rental tax revenue is a “significant component” of the authority’s revenues and has declined significantly.”
