In Mecklenburg County, where probation officers struggle with some of the state’s highest caseloads, at least 49 people on probation have committed murder or manslaughter since 2000. Vacancies are down from about 13 percent in 2006 – but even one unfilled position can mean reassigning a hundred cases or more to remaining officers. … On July 16, Easley signed the budget bill, which refers to “critical staffing and resource needs.” In October, Guy and Beck told legislators they would use most of the money for 26 new jobs.

But no one has yet been hired. As of Wednesday, the jobs had not been posted.
