Ashevillians who will be affected by the Business Improvement District continue to fight against it. The Pursuit Group working on behalf of the BID, however, is committed. They can be expected to bounce back until their proposal is approved by city council. After the BID was tabled by council, the BID has come back with a somewhat smaller area to be affected. They have postponed the implementation of the ambassador program for one year, and they suggest the tax could be reduced somewhat below the initially-proposed seven-cent rate. In return for the tax contributions, the BID would perform basic city services like “street cleaning, snow removal, landscaping, graffiti removal, and other cleanup services.” The size of the unelected board, which will determine how to spend the tax, has grown to 15-19 members.
