Again?
Representative Ray Rapp’s steep-slope ordinance bit the dust, so Joe Sam Queen wants to form a committee. I recall with agony the Asheville City Council meeting where members of council, as the witching hour approached, looked at a snapshot of a mountain with two elevation lines overlain. From their seats, council members threw out numbers, adding 10’, subtracting 10’. It was the epitome of rule by whimsy. Numbers were eventually settled upon and written into the ordinance.
It seems all that is needed is a reminder that people have property rights, so anybody who is going to cause significant amounts of mud or water to wash into somebody else’s property will be held liable. This would satisfy all but the masters of all they survey who are violated when their viewsheds are disrupted. It is left to the reader to supply a quip that the progressive readers of this blog cannot assail.
