A complaint before the Pennsylvania Public Utility Commission shows why it is bad idea for states to try to subsidize high-speed networks: They do not get built.
If the nets need the subsidy there is no market for them, so the outfit “building” them cannot sell them. The handouts then get directed to things which can make money. It is all very complicated, but every household in PA may’ve overpaid by as much as $1,100.
