I somehow thought there was strange connection between Rep. Hugh Holliman’s bill to delay the City of Lexington’s annexation of 1600 residents and the removal SB 494 from the Senate calendar.

But JLF annexation point man Daren Bakst tells me “there is a lot of pressure on some legislators to at least get a moratorium for their constituents” and he doesn’t think Holliman’s bill “reflects a desire to avoid comprehensive reform (any more than usual).”
