It works like this. You pay fast food workers $15/hr, an amount requested by Manhattan workers. Then, working class people without kitchen privileges, except the nouveau-riche burger flippers, can get on a HUD waiting list somewhere. That is just as well; managers may choose to lay more people off, extending drive-thru times well beyond their current 26-46 minutes and thus becoming endurable only by leisure class elites who enjoy $15 burgers.
