Responding to a presentation earlier this month from an advocate for reform of North Carolina’s certificate-of-need law, a representative of the N.C. Hospitals Association defended CON today during a speech to the John Locke Foundation’s Shaftesbury Society.

Cody Hand, NCHA’s vice president and deputy general counsel, says CON offers protection against the negative impacts of other government rules and regulations. In the video clip below, he acknowledged the need for some reforms while defending the underlying structure of the certificate of need.
