The N.C. House Finance Committee voted 25-4 this morning to approve a moratorium on forced annexation.
Only Democratic Reps. Martha Alexander, Jean Farmer Butterfield, Pryor Gibson, and Bill Owens opposed the idea, which now heads to the House Judiciary II Committee.
