Finance Committee chairmen send forward H.B. 530, which passed their committee this afternoon. Rules Chairman Bill Owens, D-Pasquotank. makes a motion to suspend the rules and allow the bill to be heard tonight.
Majority Leader Hugh Holliman, D-Davidson, speaks in favor of the motion, which is usally the signal to his caucus to vote yes. The motion carries by a 64-50 vote. It looks like it’s along party lines.
