High Point City Council member Foster Douglas was served with civil court papers before Tuesday’s meeting in an attempt to collect more than $32,000 he owes the city following a judge’s ruling in a civil rights lawsuit against the city.

While some might say serving Douglas with papers before the City Council meeting is an attempt to embarrass him publicly, City Manager Strib Boynton said that was best bet in the effort to track Douglas down:

Boynton said sheriff’s officials had made previous unsuccessful attempts to serve Douglas and called the city to ask whether he was expected at Tuesday’s meeting.

“I think they’ve been out to his house five or six times and there was nobody home,” said Boynton. “They asked when the next City Council meeting was and asked, ‘Do you think he’ll be there?’ and we said, ‘Well, we never know.’”
