Rep. Dale Folwell talked about North Carolina’s obligation to pay for the health care of its retired state employees and the importance of focusing on health instead of health care, but he refused to comment on the value of offering them health savings accounts.

What better way is there to get people to value health than to make it actually valuable? Its proven effective and it provides people with greater flexibility to seek the care they want. HSAs also ensure that prefunding of future liabilities is done for each enrollee.

UPDATE 9/25: Rep. Folwell said today that state employees cannot choose an HSA until the state health plan moves to a calendar year basis.
