My guess would be prosecutors are ginning up the prospect of charging johns — talking about in a newspaper, no less — in order to win their full cooperation in tracking down other call girl rings. Where I think you could see actual charges in if there are scads and scads of evidence that a particular customer used business or corporate funds to pay for his fun. That is a straight up matter of fraud and as such very difficult for law enforcement to ignore — or it should be.
