Last night, the Buncombe County Commissioners unanimously approved a resolution that amounted to, “A unless B.” Since it is a joint resolution, it declared that the county and the City of Asheville heartily endorse a $230 million plan to begin to improve traffic snarls where I-26, I-40, and I-240 all tangle into a mess. It then said that the governing bodies could upgrade to a spiffier plan if the DOT’s plan did not address certain issues. Commissioner Mike Fryar said it was a “fake” resolution for low-balling the bid with the expectation that the project would expand.
