You know the ones. A manic announcer speeds through lines such as: “Should not be used by anyone who breathes, eats, or sleeps. Side effects may include…. See doctor if you lose feeling in your left leg.”

In the case of the Hagan ad, the disclaimer would remind voters that North Carolina’s Constitution requires a balanced budget. Her intentions had nothing to do with the outcome.

By the way, a balanced budget is great. But it’s too bad lawmakers have decided to borrow so much money to meet the balanced budget requirement.
