Stakeholders in Asheville have finally built the matrix that will assess the worthiness of federally-subsidized housing projects to receive subsidized connections to city water. You probably have figured out the weighting of values already. They are, like the tax code, intuitively obvious. Here are a few criteria, just to test your perspicacity [typoes theirs]:

• 25 pts. “Project includes specific plan to preserve long-term affordability of units (e.g., deed restrictions for affordable housing, land trust, or equity sharing)”
• 15 pts. “Sales for primary residences only (Present restrictive covenants for verification)”
• 3 pts. “Drought resistant landscape plan or No invasive/All native species (Refer to UDO)”
• 8 pts. “Accessibility to jobs, & services within 1 mile of major transit line, grocery store, business district, daycare and/or city schools.”
