Illegal for teenagers to buy spray paint?

In an effort to combat graffiti, the Winston-Salem City Council is considering an ordinance that would prevent teenagers from buying or possessing spray paint.

Doesn’t make sense to me, especially when possession would be illegal when teenagers show the intent to make graffiti, with such intent including “spray paint on a minor’s hands.”
