In addition to giving households a 95-gallon recycling bin, the City of Asheville is still considering working with a recycling rewards program. The concept involves the city increasing recycling fees. Then, local businesses. multi-national corporations, and other organizations would pay the people back. Of course, people must redeem coupons if they want the fee burden to be shifted to the corporate sector. The city must also fund a means of gauging whether or not groups are recycling enough to get their rewards. The Shoe Carnival atmosphere is supposed to serve as education and outreach to make more people recycle.
