A developer who’s wanted for years to build apartments behind Walmart has leapfrogged town zoning regulations by buying land just outside Sylva’s borders, one parcel away from the site he originally targeted. . . .

“We certainly have a need for housing in Sylva. I’m glad to see it built. I just wish it were in the town limits,” said Sarah Thompson, a former Sylva board member who now chairs the planning board. She resigned from town elected office in 2010 after moving outside Sylva’s city limits.
