Charlotte Mayor Pat McCrory summed it up well in yesterday’s N&R story on the Queen City’s new light rail line:

There is a silent majority who understands our long-term needs,” McCrory said. “It’s an investment in our future, and even people who won’t be riding it wanted to see that investment.”

Yeah, that’s what public transportation is all about. People investing, but not riding.
