I think it is silly that North Carolina has a raffle statute, but I don’t make the rules.
According to state law (§14-309.15), “A nonprofit organization may hold no more than four raffles per year.” If the North Carolina Association of Educators (NCAE) holds a raffle at each stop of its “We Heart Public Schools” RV tour, does that count as one raffle or multiple ones? I would argue that it counts as multiple raffles, as winners are picked at each stop rather than once after the tour.
In the photo from the New Hanover stop, for example, NCAE selected six winners that day. Presumably, that raffle concludes when the NCAE staffer selects those winners. The next stop would constitute an entirely new raffle.
