The Mills River Town Council changed some rules for its new park. Having shortened allowable dog leashes to four feet, they were able to legalize the use of bicycles thereon. More earth-shatteringly, the council ruled:
It shall be unlawful for any person, at any time and under any circumstances, within any park or upon any park property, to carry or display any weapon in violation of the law of the state of North Carolina.
