It’s no secret that the rollout of the HealthCare.gov website has been plagued with technical problems. But an article in the latest Money magazine headlined “Obamacare: How to Zip Through the Mess” features an interesting chart. It reminds us that technical issues are not the primary reason why Obamacare enrollment has fallen far short of expectations.
